Yes, it is perfectly safe. The causeway is a designated public walkway, and this has been a world-famous plane-spotting location for decades.
Yes, many people swim from the platforms and rocks along the side of the causeway. It's a unique experience, but as there's no beach entry, it's best for confident swimmers.
Both offer different experiences! The top cafes give you the classic, wide panoramic "postcard" view. The bottom causeway gives you the thrilling, up-close experience of the planes landing. It's best to do both if you have time.
